With the development of INTERNET and morden science and technology , current vast social transformation gives rise to new requirement for cultivating students , particularly , their practical ability . Higher edcational institutions , acted as educating and training loacation, should closely bring academic theories into practices , and fully take advantage of the Campus-net to improve teaching level , which contribute to creative talented students. Under the pattern of cyber-education , open laboratories are becoming inseparable parts which still are weak in the process of teaching. AS for electric experiment category, there are many problems in common , for instance, less safe in equipment systems ,less functional in instrument protection , thus forcing students to spend large quantity of time reviewing , recording , and analyzing data , while students do experiment only with less time ,which have negative effect on purpose of experiment ,at the same time ,this does not reflect benefits that INTERNET brings us.This paper deals with the designs of intelligent instrument internal structure and its PC communication under the open laboratories based on INTERNET-education. The aim is to effectivly solve the existing problems of experiments , fully use the functions of Campus-net and INTERNET.This paper puts the intelligent SCM in the middle as intelligent instruments are designed, and the capacity of SCM data operation processing is fully used to develops such functions-data acquisition , data process ,display and serial communication . AEES employs the multi-staged digital filter algorithm to reduce random error. Meanwile , the system correct zero deviation through linear opreation . The instrument , from hardware aspect increases the feature of anti-interference by the way of reasonablelayout, sepration of digital and analogue . Meanwile , software methods-software traps ,software watchdogs, digital filter intensify the anti-interference. V/F switch smooths change of signals , which avoids data fluctuation and benefits anti-interference, the VISUAL BASIC is selected as developed platform.On the technique and method introduced above, AEES is set up . Accurate data acquisition and process can be achieved by the system . By now, AEES connected with the Campus-net is under way.
