The MAC protocol used in packet radio network is studied firstly. We analyze the factors which affect the network access performance and introduce the Random Network Access Delay protocol based on the American military standard MIL-STD-188-220B. Its throughout-delay characteristics in multi-hop network are given in the method of computer simulation. Secondly, we studied how to improve the reliability and efficiency of transmission. Finally, we show in detail the system implemented on the basis of the study above, which includes the network structure,frame format,flow chart of programs and implementation method. The system test result is attached too.
