With the international increasing of 3G network commercial applictions and the launching of 3G network licenses ,more and more Chinese mobile telecom carriers have arranged the schedule of 3G network planning. The planing of 3G radio network will be one of the key projects for the carriers.Because the prophase planning of network will decide the network structures in a large extent,make a crucial part fot the network investment and quality,be the foundation of networks's development.This paper analyzes the history ,application and radio transmission knowledge of the 3rd generation mobile telecommunications,then compares the structure and the Differences and Similarities of WCDMA,CDMA2000å'ŒUWC-136H.The most important part of this paper analyzes the introduction of great deal various operations and criterions,such as call drop and network block, to measure the quality of network.Thus the 3G network can provides high bitrate services evenly in the cell,also it can provides low speed data on the cell edge.The paper gives a reserch of the detail characteristics of radio environment,the planning of CDMA control channels,the Eb/Io,the parameters of soft handover,the switch of different frequencies,the analysis of 2G-3G , the testing of radio network.Also the paper specifies the criterias and radio transmission circumstance which the network should achieve.Then according to all kinds of technical indexs,we can plan the WCDMA radio network.Base on the knowledge which has been mentioned before ,the paper gives a scheme how to build the WCDMA network in Shanghai,including the coverage and capacity.Then emulates the system by computer, make sure that the construction can satisfy the application target and have a good ability to avoid the risk.
