The WCDMA technology is one of the main standards of the third Generation mobile communication system (3G) while Radio Resource Management (RRM) is an important way for its implementation. This thesis briefly introduces the key technology of system RRM and further research is done with the Radio Admission Control (RAC) technology and also its application in call service. WCDMA is an interference-limited system. A new call connection setting up will result in the load enhancement of both uplink and downlink and affect service quality of the present activated calls in system. The access to a new call may lead to a breaking off to the present call connection and the instability of system when the system is heavily loaded. In order to ensure acquiring the maximum system capacity while the system is at the stable state, we must adopt Radio Admission Control technology which judges whether to access a new call according to the present load and stability requirement of system. Radio Admission Control is the key technology to ensure the quality of multi-class service and improve system capacity efficiency. The Radio Admission Control algorithm based on wide-band power is adopted in this thesis. It does further research about the software realization technology of controlling process in new call service with this algorithm and validate its feasibility and validity through 3G system test. The test results indicate that this algorithm can improve system performance effectively. Also the relative Packet Schedule algorithm is tested in 3G system and the test results are analysed. And referenced algorithm, models and data are provided for the design of the real system.
