In recent years, foreign anti-doping management systems has undergone a series of important and profound changes. Starting out of nothing, China's anti-doping management system has also experienced a process of gradual strengthening and continuous improvement. From the public management and administration perspective, with the literature, survey interviews, logical analysis, comparative research methods, this article compares domestic and international anti-doping management systems, on this basis, suggests as follows furthering improving China's anti-doping management system.In recent years, the international anti-doping fight has gradually formed the structure of management that is, international intergovernmental organizations and international sports organizations are in close cooperation, and the World Anti-Doping Agency coordinates and manages anti-doping affairs. The main features of foreign anti-doping management systems are as follows. To strengthen the government management. To establish an independent anti-doping agency. By way of legislation to ensure the authority of anti-doping agency. To improve the management mechanism of the power separation and mutual checks and balances. And to implement corporate governance structure and the internal management system.In the past 20 years, China's anti-doping management system has developed through four historical stages:the exploration, the beginning of construction, strengthening and improving. China's anti-doping management system has evolved with a wide range of dynamic mechanism, which is the result of interaction between internal and external causes. The main driving forces are to meet the demand of carrying out China's anti-doping struggle, and second, in order to meet the need of reform in China's administrative system and government institution, third, in order to integrate with the international fight against doping.It describes China's anti-doping management system and the basic framework, pointing out four main features of China's anti-doping management system:government-led, community involvement; administrated by different levels, each performing their duties; effective operation in accordance with the law and regulations; consistent with China's national conditions, also in line with internationally accepted practices.By comparing home and abroad anti-doping management systems, it points out the common grounds and differences:both emphasize on government functions, but the role is different; the nature of the institutions is basically the same, but different in management models; similar in the pattern of functional assignment, but different in functions.This article suggests that:1, the government should continue to play the dominant role of leader, coordinator and supervisor in China's anti-doping fight. But as conditions mature, the government also needs to shift the government functions and separate the functions of government from those of institutions.2, referring to the management of foreign anti-doping agency, establish the Council of the China Anti-Doping Agency, or the committee of experts to play their decision-making or advisory role.3, further clarify the responsibility and management authority of the China Anti-Doping Agencv, which supervises various types of sports organizations'anti-doping work, And enhance the authority of China's Anti-Doping Agency as the National Anti-Doping Agency.
