In such an intense competition knowledge-based economy era, the strategic significance of talents is increasingly recognized. Higher educational institute is the plant to nurture advanced and special talents, in that the quality of higher education determines the quality of talents, which is directly related to a nation or nationality will succeed or fail in the knowledge-based economy. In nurturing advanced and special talents, the teachers made an importanat affection. Therefore, it is urgent to make an full-dimension estimate on teachers'performance so as to nurture high quality talents as well as improve the talents and competition superiority.According to the problems existing in the assessment of teachers'performance in current higher educational institute, such as, the absence of strategic goal, the inauthenticity of assessment index, the singleness of assessment method and only accentuating on the goals in the near future but ignoring the goals in a long run, we strives for seeking a new teachers'performance assessment method to change the actuality of performance assessment.After constant study and deep exploration, we made an attempt on introducing the thought, extensively applied into profit organization, of balanced scorecard for performance assessment and strategic management into teachers'performance assessment in higher educational institute. Hereby, we designed a model, which is balanced scorecard orientated from four dimensionalities, that is, study and growth, inner flow, teachers'responsibility and students, to meet the characteristics of higher educational institute and make a systematic assessment on teachers as well. Moreover, closely centering on the mission and strategic goal for higher educational institute, this paper designed a concrete assessment index system and expatiated the relationship between the individual assessment indexes under the same dimensionality, and how to preserve the balanced relationship and consequence between the individual indexes.We applies AHP (analysis hierarchy process) to define the various index weights based on each quality of weight definition, in the process of implementation of the balanced score card model. For the convenience of analysis, we also modularizes the value model, and adopts the corresponding methods to analyze the various index source data. Specifically, the source data from quantitative index will be standardized by broken-line method, whereas the qualitative index, fuzzy comprehensive evaluation method will be applied, so the objective and authentic working performances of faculty in universities can be achieved.As an attempt, we provides a new method to evaluate the working performance of faculty in universities in a scientific, objective and fair way, and will be significant available in the practical application.
