The prosperity and revitalization of a country calls for many quality talents, who are, and will always be an important strategic resource in the economic globalization process and quicker pace of scientific and technological development. With the issuing of policies regarding talents management in December, 2003, the Chinese government has been carrying out the campaign of revitalizing China through talents development, trying to make the fullest use of all human resources available, both at home and abroad, with the construction of a"Better-off"and more highly competitive society in mind. The related policies have been shaped under the guidance of Deng's theory and the"3 Representatives"principle, a vigorous enforcement of what is advocated in 16th Assembly of the National Congress. Talents management needs to be done under the supervision of CPC, which is an indication of the Party's stress upon an overall consideration of different levels of talents needed for the welfare of the country -- they need to be made more resourceful with challenges posed in their career development, more competitive with a better working climate, more content with the working conditions under the rule of law– in every way that the talents will be insured of a successful service for the country at large. In actual practice, the policies must be rigorously implemented in the way of talents training, selection, promotion, and assessment, so that the operative mechanism can be made most efficient and these resources be best tapped, the ultimate purpose being a better-off and stronger China.
