The Talents resources are the primary resources for the talents are the mostpotential, sustainable and reliable advantage. If talents resources are systematicallyand effectively developed, various types of talents will spring up constantly, the mostactive factor in the productivity will maximize the active, regional economicconstruction will be always full of vigor and vitality. A significant feature of thetalents resources is potentiality. The key to make potential talents resources into thereal advantage and become powerful factors of promoting regional economicdevelopment is the development and utilization of talents resources. Accelerating thedevelopment of talents resources has become the strategic choice which can improvethe development model innovative, expand the comprehensive strength and buildconstruction advantages in Xiqing District.In recent years, we closely around the goal that to bring about threemultiplication and to benefit the people in Xiqing District, relying on innovation topromote the ideological emancipation, relying on the technology to drive industrialpromotion, relying on talents to promote career development, the talents resourcesexploitation has achieved remarkable results. Especially in2011, in order to promotetalents resources exploitation in Xiqing District, we have formulated a series of policymeasures which for personnel training, talent introduction and so on. We have alwayspaid more attention to develop the talents resources development, established thescientific view of talent gradually, continued expanding the talent scale, optimized thetalents environment constantly and improved personnel performance significantly. Butit must also sobered us that the overall level of development of talents resources inXiqing District is not high enough which is lack of the talents resources amounts, theefforts to implement the policy of the talents development, institutional innovationand the personnel service platform construction is lagging behind and still have largegaps relative to the advanced regions.In order to promote regional economic development, the author who works in thetalents resources department recognized that we need strong sense of crisis,responsibility and urgency, and pay full attention to the development of talentsresources in the district according to the research on the types of personnel in the region. We should constantly improve the talents resources development measures,strengthen the leadership system and working mechanism, coordinate development ofall types of personnel, highlight the innovation and entrepreneurship of high-levelpersonnel training, increase the focus on the short supply in the field of industry,imply the "six major projects of talents resources development" as soon as possible,improve the development of talents resources supporting policies, enhance personnelservices commissioner intensity of services, establish the three personnel servicenetwork which is consisted of the District, Jiezhen and employers. All in all, talentsresources development should be treated as the strong base, fundamental competitionand the main points of transition of the regional economic development. We have tocreate a new situation which the society has all kinds of talents and makes the best useof resources.
