Governing the country,urgently needed talent.In the era of scientific and technological progress driving economic development,the importance of talents has become increasingly prominent.The key to rural revitalization lies in the prosperity of the industry.The key to the prosperity of the industry lies in the development of talents,especially the development of agricultural science and technology talents.In the rural revitalization strategy,it is proposed to implement a more active,open and effective talent policy to promote the revitalization of rural talents.Agricultural science and technology talents can give full play to their advantages in the rural revitalization strategy,use scientific research capabilities,management and management capabilities,and education service capabilities to drive rural economic development and provide support for industrial prosperity.This paper taking Yueqing City as an example,first analyzes the policy,economy,human environment and talent development of agricultural science and technology talent development in Yueqing City.Yueqing City develops agricultural science and technology talents by formulating the “four batches” of talent policies and high-level talent introduction policies in rural areas.In the economic development,the second industry in Yueqing City is mature,the tertiary industry is the pillar industry,and the development of the primary industry is relatively slow.In the humanistic environment,Yueqing City has a profound cultural heritage and attaches importance to education.The main body of agricultural science and technology talent development was analyzed for government departments,agriculture-related enterprises and non-profit organizations.Secondly,combining the environment and the main factors,it analyzes the problems and reasons of the development of agricultural science and technology talents in Yueqing City.In Yueqing City,there are problems such as the loss of agricultural employment,the imbalance of industrial structure,the aging of farmers,the lack of attractiveness of talent introduction policies,and the imperfect agricultural education system,which are not conducive to the development of agricultural science and technology talents.Finally,combined with the theory of demand hierarchy and the theory of human capital,the paper puts forward countermeasures such as improving policies and rural infrastructure,promoting agricultural education,developing migrant workers' resources,and using agricultural enterprises to develop agricultural science and technology talents.
