Study On The Construction Of Rural Innovative And Entrepreneurial Talents In The Context Of Rural Revitalization Strategy

In the 2018 Central Document No.1,"Opinions of the Central Committee of the Communist Party of China and the State Council on the Implementation of Rural Revitalization Strategy",it is pointed out that "to implement the rural revitalization strategy,we must crack the bottleneck constraint of talent training,put human capital development in the first place,smooth the channel of intellectual and technical management to the countryside,and create more local talents to gather the world’s talents and use them".The successive leaders of our Party have paid great attention to the issue of "three rural areas" and made in-depth exploration under the guidance of Marxism.It is rich in content and has profound significance.In the context of rural revitalization strategy,talent is the first resource and the core force of rural revitalization.Talent is the most crucial element among all elements of rural revitalization and the most dynamic and driven element.The quantity and quality of rural revitalization talents are directly related to the effect of rural revitalization.If we can use various effective resources and policies to assist these groups to give full play to their benefits,we will accelerate the development of rural revitalization.Rural innovative and entrepreneurial talents have advantages in professional knowledge,skills,capital and connections,etc.They can effectively solve rural economic and social development in the process of benign interaction with villages.If various effective resources and policies can be used to help these groups give full play to their benefits,the development of rural revitalization will be accelerated.However,at the current initial stage of rural revitalization in China,they are faced with various problems such as imperfect policies,lack of talent construction and management,and unfavorable entrepreneurial environment.Among the many problems that China’s agricultural and rural development is lagging behind,the most important one is the problem of bottleneck constraint in the development of rural talent team,which puts forward a new topic for the development of China’s agricultural and rural talent resources.The development and management of rural human resources have become the key to rural revitalization.How to solve the problems faced by China’s rural innovative and entrepreneurial personnel in terms of policy,management and practice,and how to better build rural innovative and entrepreneurial talents in the context of rural revitalization.This paper takes Y county in Shandong province as a case study,and discusses the construction of rural innovation and entrepreneurial talents by exploring the experience of rural entrepreneurs in Y county,and conducting a comprehensive summary and analysis of the construction of local rural "dual-innovation" talents.Using literature research,field research and questionnaire interviews,we focus on the cognitive characteristics and influencing factors of the behavior of rural innovative entrepreneurs,study the situation of rural "dual-innovation" personnel in the context of rural revitalization strategy,explore the problems of rural innovative entrepreneurial personnel construction,and put forward countermeasures and suggestions for improvement.It actively explores how to develop rural innovative and entrepreneurial talents and bring into play the potential of rural innovative and entrepreneurial talents,lays the theoretical foundation for breaking through the bottleneck of rural entrepreneurial talents construction,and consolidates the theoretical foundation for the transformation and improvement of rural industrial structure and rapid development of rural revitalization.To provide experience,theory and methodological support for the development of rural revitalization.
