The quality of primary school and junior school teachers has much to do with theprogress of the students' development and the result of education, even the executionof the strategy of "rejuvenating the nation by science and education" and "reinforcing the nation by talents". As it is known, the education of primary and junior school teachers has two parts of pre-service training and post-service education. The latter is essential to the teachers' professional growth for it covers the whole course of the teachers' profession. In order to reinforce and improve the construction of teaching staff, it is of importance to discuss the primary and junior school teachers' need of in-service training and influence factor.This demonstration study, based on the overall view about the relative documents of primary and junior school teachers' post-service education, devised the questionnaires and the outline of interview and does an actual study of the situation of primary and junior school teachers' in-service training in Wu Han. 9 junior schools from six districts namely Wu chang District, Hong shan District, Jiang anDistrict, Hang yang Distict, Huang pi District and Cai dian District are selected as the research fields. 270 questionnaires are given out and 251 are returned. Among these, 237 are effective, which accounts for 94.9% of all. This paper analyzes the relative materials from questionnaires by using plenty of statistics methods, and discusses the motivation and ability of payment for junior school teachers' in-service training and the influence factors for it.The final conclusion is that the junior school teachers are in great demand of in-service training. The two main factors that influence the training of teachers are the economic state and time problem. By analyzing the modules of regression, the study shows that the most principal motivation of junior school teachers' participation in training is to improve the teachers' professional level.Based on various problems reflected from the training study, some countermeasures are put forward: The research and forecast of primary and junior school teachers' in-service training need should be reinforced to make the project more effective;Thescientific and reasonable cost-shared mechanism should be formed, in order to stimulate the enthusiasm and initiative of teachers' participation in in-service training. In order to improve the quality and effectiveness of teachers' training, these should be done: The power of training institutions should be integrated to form better resource leading by the teachers' professionalism;The manager can navigate the training work towards teachers by the means of informatization;A set of training quality standards should be formulated and the development module should be creative.
