After World War II, especially since the 1960 s, teacher professional development to become an international wave of thought. Under the trend of teacher professional development, teacher training has become an international consensus. All countries in the world attach great importance to the teacher training, promulgate relevant policies and regulations to support teachers to participate in training. At this stage, the main content of teacher training has been changed from compensatory education to improving education levels and comprehensive quality in our country. And the teacher training institutions which composed by a number of colleges has been a open teacher education system. For example, China Ministry of Education, the Ministry of Finance in 2010 began full implement the "national primary and secondary school teachers training program", as we called "national training program", which has a great significance on the faculty building of primary and secondary school, especially the rural school. With the development of a variety of teacher training, how to improve training efficiency and seek more appropriate training content to meet the training needs of teachers has become critical to effectively organize and implement teacher training. This paper argues that teacher training is the fundamental way to promote basic education curriculum reform and upgrade the quality of teachers in our country. And clearing the teachers’ need of in-service training is the fundamental way to improve training efficiency.This paper is divided into six chapters. The first chapter describes some of the major research status and literature reviews, research ideas and methods of this paper which used, laying the groundwork for research. The second chapter describes the related theory and concepts of the primary and secondary schools teacher in-service training, and provide theoretical support for the study. The third and the fourth chapters are the important part of this research. This paper draws up the needs questionnaire of primary and secondary schools teacher in-service training and through investigated the primary and secondary school teachers who participated in the "national training program" Shanghai Normal University about the in-service training needs. Primary and secondary schools teacher in-service training needs is mainly reflected in the professional development needs and individual learning wishes that was found after analyzed the survey. The fifth chapter supplies the suggestions after carried on this study. Through the questionnaires and results analysis of this paper, we found that the professional development need of teachers and individual willingness are different from experience. As in professional development need, for the awareness of training, the overwhelming majority of participating teachers think that professional development is the main motivating factors for training, the influence of career advancement often mentioned decreased significantly. In areas such as personal willingness to learn, as to the choice of teaching methods, selected the highest rate in the first row and the fifth teaching methods are lectures. Therefore, in order to achieve the training objectives, primary and secondary school teachers’ need of in-service training can not be ignored. From the view of the state, schools, training institutions, as well as the perspective of teachers, this article offered some suggestions, such as providing training policy-oriented, creating learning atmosphere in school for teachers, clearing the teachers’ need of in-service training and improving teachers’ learn consciousness. The sixth chapter is an overview of the results of this study, and propose to study the training needs of the school for further. And compare teachers’ in-service training needs of different school stages and different disciplines, and thus provides more in-depth, systematic understanding of the teachers in-service training needs.
