The realization of policy value not only depends on the correct decision of theauthoritative system, but also depends on the effective working of the implementation systemeven more. Implementation is not a simple thing of acting in accordance with the regulations,but a complicated thing made up by a series of implementation and decision of differentlevels, it is a kind of complicated social practice. The effective implementation of the policyis closely related to many factors, the behavioral inclination of the implementer among themis an influence factor that can't be ignored.This text has discussed the opportunistic actions of education policy implementer in ourcountry, based on the classification of such actions into the initiative and the passive oneswith their different physiological motive, according to public policy implementationdeviation research, the author then enumerates the display, analyzes the reason and pursuesthe countermeasure.The main content of this paper is divided into four parts: Part one defines the concept ofthe opportunistic actions of education policy implementer;Part two introduces the currentsituation of this research and the program of this paper, the purpose lies in emphasizing thatthe innovation of the paper is classification of the action analyzed into the initiative and thepassive ones with their different physiological motive;Part three analyzes the passiveopportunism behavior of education policy implementer, the author enumerates this behavioralrealistic performance and points out that the origin of this behavior is omission anddeficiency of the education policy decision, the nature of the countermeasures is therealization of science and democratization of education policy decision;Part four adopts thesame way to analyze the initiative opportunism behavior of education policy implementer, theauthor thinks that the reason of the problem lie in man's " bounded rationality " , thecontradiction of implementer's individual interests and public interests , the defect of controlsystem, the elasticity of the policy , the non-symmetrical information, the harmful influenceof traditional culture and the characteristic of the transition society, etc. The countermeasuresof prevention and remedy should mainly stress the perfection of organization and efficacy ofsystem.
