The Policy Analysis And Implementation Research Of "the Project Of Special Post" For Teacher In Rural School

The importance of education qualification is based on the qualified teachers. In ourcountry, the rural education has been bothered by the shortage of reacher for manyyears. On the other hand, the high education has been in a popular style, but thestudents`sense of employment has not changed with it. The college graduates find ithard to get a suitable job, which has become a common social phenomenon. Toresolve such a contradiction, Ministry of Education, Ministry of Finance, Ministry ofPersonnel collaboratively implemented the project of special post for teacher in ruralarea in2006. The project send graduates to support the primary education incountryside. Until now, about300,000graduates has gone to twenty thousands ruralschools in twenty two province, which effectively releases the suffering from theshortage of teachers and its unbalance constructure.Various problems and contradictions has become visible for the project`s deeperapplication. The frequent transfer of personnel is a threat to the stability of teachers`quality and reveal the policy`s defects. To make it to be the fundamental policy of ourrural education, we should use the rational choice institutionalism as a theoreticalframe to analyes it. According to the controlling force of the policy, we sort the policyactors into four levels. They are national governance, local governance, rural schooland teachers. The action stage is a very important concept in this theory. We use it toobserve the actors and find how they pursue their full benefits. Thus finding theobstacles in progress of policy application.After the theoretical analysis, I made a research inquiry in rural schools of Nanyang.Then analyse the policy from five different aspects, such as efficiency, fairness,accountability,fitness and endurance. First confirm its remarkable achievement, thenfind out its potential defects. Finally give useful advises to improve it.
