Policy Implementation Of The Points Based Initiative For Migrant Children Education In Siming Xiamen

As the primary content of improving people's livelihood and strengthening social construction,education projects concern the vital interests of the people and is one of the areas highly valued by the public and.governments at all levels.The school entrance of the migrant children has been widely concerned by the society as an important part of promoting education fairness.With more and more children following their parents to the more developed urban areas,how to solve the contradiction between limited educational resources and unlimited educational needs,also the formulation of scientific policies for admission and their effective implementation are big problems that the government must face and solve.As the main background of the points based initiative for migrant children enrolment in Xiamen in March 2014,this article takes the implementation of the policy in Siming District as an example by providing a comprehensive track of the preparatory process and each stage of its work during the fiver-year period from 2014 to 2018,and observes the effect of policy implementation from three aspects,such as the current situation of receiving education,the difference from other districts in Xiamen,and the reflection and influence of the society,etc.Through the research,this paper believes that the implementation of the points based initiative in Siming District has better achieved the expected goals of the policy.Analyzed with the T.B.Smith model theory,it can be ascribed to the rationality of policy itself,the degree of social attention and influence,the guiding abilities of executive agency,the recognition of target groups,and the stability of environment are comparatively higher than other areas.As one of the migrant children education reform trends in recent years,implementation of the points based enrolment policy in Siming District still gets good effect in spite of a lot of resistance,due to its continuous hard work at resolving the major problem in implementation,strengthening cooperative working mechanisms,giving prominence to service awareness,and promoting the improvement of policies.It provides valuable reference to achieve the more scientific and reasonable,long-term effective,comprehensive and detailed implementation of the points based enrolment policy in Xiamen and other cities.It also puts forward some suggestions on the deficiencies in its implementation,such as exploring the plan for interregional adjustment,improving the crisis reduction system and perfecting the supporting policies.
