On Sep.1, 2003, the People's Republic of China's Non-government Education PromotionAct was implemented. It includes: "The Non-government Education is a publicly beneficialundertaking, and a component of our socialism education undertaking.""The civilian-runschool and state-run ones have equal legal statuses."Together with the non-governmentaluniversities, this has brought a new vigor, and made the direction clear. The non-governmentuniversities have the opportunity of a great development. But at present, under the wholecountry's "promoted"background, we should see not only the favorable situation faced butalso the unfavorable factor met: There are still many challenges to the non-governmentuniversity, and this is a new subject in front of them.At first this paper starts with the definition of relevant concepts, define the meaning ofthe non-government universities. Then it divides their developing history of our China intotwo stages: before the foundation of the state and after the foundation of the state. Byanalyzing the former, it points out that the non-governmental universities had extremelyimportant functions in each historical period in China's history. Also it concludes that the riseand decline of the non-governmental universities correlate with the ruler's policy insuccessive dynasties. They have contributed so much to the educational development of Chinaand never went away. In six periods, their development has deep political, economic, culturaland educational reasons.The non-governmental universities disappeared after the foundation of the state. Afterthe Third Plenary Session of the 11th Party Central Committee, they have the new chances todevelop. With the reform and opening-up, the government carries out the social economysystem reform that has further offered basic motive for their development. Secondly, thegovernment makes them improved rapidly, by making a series of laws and regulations.Thirdly, society needs them badly. This has offered a better space for their existence anddevelopment. But they have many challenges too. The people do not approve of them. Thestate law is not perfect,Fund is little. Fund is a bottleneck. They seldom have steady teachinggroups. Students are not so easy to get. WTO also threatens their development. This paperanalyses from the macroscopic aspect, holding the key problem to seek out the answer.In holding the opportunities and challenges in the nearly 30 years, this paper tries tocomb and analyze, in an all way, the development of non-governmental universities, makingevery effort to get the right answer.
