Our country's private education classification management system was formally established in 2016 and will come into effect on September 1,2017.As a product of the classification management system,the development of for-profit universities in China is not only related to the smooth progress of classification management reform,but also related to the follow-up design of the entire higher education system.Therefore,grasping the specific policy regulations and their impact on the development of for-profit universities by the classification management system and analyzing the opportunities and challenges faced by current for-profit universities in China are the need to promote the development of for-profit universities and promote the process of classification management reform.Under the classification management background,what are the opportunities and challenges for the development of for-profit universities in China? To answer this question,this study first defined the core concepts of classification management and for-profit universities,and sorted out the main policy regulations for the development of for-profit universities in China under the background of classification management: Corporate statutes and registration authorities regulations;investment returns and property rights handling regulations;Charge policy and regulatory policy;Support policies for land and taxation;name registration and teacher policy regulations.Secondly,in order to grasp the actual impact of the classification management system on the development of for-profit universities in China,This study separately conducted interviews with five senior managers of five private colleges that have decided to choose profit-oriented education.The results of the interview show that the impact of the classification management system on for-profit universities is as follows: it establishes a platform for the development of for-profit universities in China,restructures the property rights of for-profit universities,increases the cost of operating a for-profit university,Enlarges the "profit" image of the for-profit university,liberalizes the limit of for-profit university fees,and affects the construction of for-profit university teachers.The study finds that the impact of classification management on the development of for-profit universities is characterized by groundbreaking features and two-sides.It brings opportunities and challenges for for-profit universities.Combined with the results of the above interviews and policy texts,this study believes that the opportunities for the development of for-profit universities in China in the context of classified management are: The ambiguity of identity was lifted,the attributes of profit-making corporations were clear,the rights and interests were reconstructed,the school property rights were relatively clear,the distribution of allowances was allowed,the investment and financing environment was improved,the market adjusted fees,the autonomy of running schools expanded,and the supervision strengthened to move towards the standardization.The main challenges are: It is difficult to determine the attribution of assets,and the implementation of change registration is difficult;the nature of land changes,and the burden of taxes and fees will increase;the name is registered as “company” and the social reputation is subject to torture;the “enterprise contract” system challenges the construction of the teaching staff;As well as the difficulties in the establishment of fee standards,school-run income and the quality of school games.This study believes that at present,to promote the development of for-profit universities in China,the government should be based on promotion to meet the policy needs of the current for-profit universities.Such as changing the guidance requirements,taxation and land policy preferences,as well as the policy appeals of for-profit universities to participate in market competition.The school should improve their own image,professional settings and teacher training,so as to enhance their social reputation and schooling quality,and achieve differences in development.
