Problems In Governmental Purchase Institutions Of Chinese Universities And Their Countermeasures

With the increase of government’s financial investment in higher education, colleges and universities keep expanding and growing. Their possessions are correspondingly multiplied The increasing funds and property mean more demands of purchases and higher qualities. Therefore, there is an urgent need to strengthen, regulate and institutionalize the equipment management. Otherwise, universities and colleges are faced with the waste of investment, the blindness and anomies of equipment purchase which will certainly brings negative effects and economic loss to the universities. This thesis consists of three parts of introduction, body and conclusion. The first chapter is the introduction concerning the research backgrounds, research significance, literature review, research method and initiatives. The last chapter is the conclusion and clarifies that the topic has a strong connection with the evolving ages. The possible defects are also mentioned in the last chapter. The body part includes chapter Ⅱ, Ⅲ, Ⅳ,Ⅴ andⅥ, of which:Chapter II introduces governmental purchases and the theories of the purchase institutions. This chapter begins with the definition of governmental purchase and its characteristics and fully introduces its theoretical foundation and emphatically examines its development and current situation.Chapter III analyzes the current situation of governmental purchase and the development in details based on the comment on governmental purchase institutions. The thesis points out that colleges and universities, as a special industry, have the specific significance in conducting the governmental purchase. The thesis also achieves some practical experience with instructive significance by taking University D as a typical example of government purchase. It is pointed that, at its beginning stage, in spite of some achievements, governmental purchase is inevitably characterized by some defects and flaws.Chapter IV elaborates the concrete countermeasures to perfect the government purchase institutions, which is the key point and initiative ideas of the thesis. The thesis suggests some reasonable and well-illustrated countermeasures from the perspective of governmental purchase’s institutions and policies, the perspective of practical operations, and the perspective of supervision and management, which, offers some practical, effective and constructive suggestions.In a word, this thesis, based on the current research fruits, profoundly and systematically analyzes the problems of in governmental purchase institutions of Chinese universities and colleges and, considering the present situation, contributes to the perfection of government purchase institutions of Chinese universities and colleges.
