State finance is facing great stress because of the popularization of higher education, so the lack of higher education expenses is becoming a big problem all over the world. D.B.Johnstone's theory on Cost-sharing in Higher Education will be the proper solution to this problem in many countries. This theory is also used widely in China. In 1997,China enforced comprehensively the higher education charging system since higher education was charged in 1989, and the system, costs of instruction borne by nation and students (or parents), has been established. The innovation of education system promotes the development and efficiency of higher education, and facilitates the equity in higher education. Cost-sharing in higher education has become the heat point of society, so the study, on how to share costs and what is the best proportion of cost-sharing and how to build cost-sharing mode and the effect that cost-sharing is on equity in higher education, has become the highest priority problem in the theory world and administration world of higher education.D. B.Johnstone, the former principal of American New York University and the famous finance expert in higher education, put forward famous Cost-sharing in higher education. Later, he hosted a major project about the international financial comparison of higher education granted by World Bank and the US Ford Foundation. He keeps perfecting his theory—"cost-sharing in high education" and making efforts to complement this theory in other countries. This thesis will analyze this theory from many angles and find out something valuable for Chinese higher education to use for reference.This thesis is divided into five parts:Part 1: the relative definitions.Part 2: the theory base of cost-sharing in higher education.Part 3: the background analysis of D.B.Johnstone 's cost-sharing theory.Part 4: details about D.B.Johnstone 's cost-sharing theory. This part, the most import part in this thesis, generally studies D. B. Johnstone's cost-sharing theory, and elaborates his unique opinion on the composition, main subjects and value base of the theory. The key point of thesis is to study D.B. Johnstone's view about how to help those poor students.Part 5: the theory application in China. First, the issues appearing in the complement process of higher education costs; Second, based on D.B. Johnstone's theory and the situation of Chinese higher education cost-sharing, the author will give some opinions.
