Objective:Through investigating and evaluating the current situations of health resources of Rural township hospitals in Xinjiang Province, To discover the problems and influencing factors of health resources reconstruction, so as to provide suggestions and corresponding solution methods for rationally allocating the health manpower resource of Rural township hospitals and reconstructing the high qualitative health manpower resource of Rural township hospitals. Methods:Using the document survey and questionnaire methods, the basic sampling unit was Rural township hospital, random sampling form south, north and east of six counties in Xinjiang, it was stratified high, middle and low level based on county economic level, and re-random sampling form county or center hospitals, there were totally eighteen sample of county or center hospitals. Using the document survey to describe the composition and distribution of health manpower resource, as well using questionnaire methods to understanding training situation, training requirement and the job satisfaction of health resources by questionnaire. Results:1) The total Medical Staff data was increasing in 2004-2008, but it was misdistribution in different area, educational qualifications were lower, and ratio of doctor to nurse was disproportion, protecting workers was deficient.2) Medical Staff who did not accept any form of education training was to 47.46%, the main factor which affects the training of the medical staff were negative permission of supervisor and too busy to take part in, it is 36.44% and 35.59% respectively, approximately 90.25% medical staff thought that should establish in position training system on Rural township hospitals medical staff.70.97% of them thought the main training objective was improving self-professional level; 92.47% of them although thought that the best time for training was 1-5years.3) The total job-self satisfaction of medical staff was not very high, only 31. 8% felt self-satisfaction; most of them felt common self-satisfaction. The main reasons of the dissatisfaction were welfare, salary earnings etc. Conclusions:general planning of the Rural township hospital medical staff, decrease regional difference, increase the amount of nurse and protecting workers appropriately.2) Establishing in position training system on Rural township hospital medical staff, improving professional level and quality of health technique staff.3) Improving welfare and salary earnings, meet the material need of medical staff, to create better working environment and working atmosphere, applying different management and motivating methods to raise work activity of the medical staff, thereby providing the excellent health service to the county populations.
