Hospitals, as the main force of health service organization of the country, assume the responsibility of securing the public health and the socialism modernization. With the gradual establishment of market economy, the exterior environment and internal mechanism of hospitals are faced with severe challenges. Department management, the essential part of hospital management, is the main executive power to implement the policy from high-levels and task of medical service, teaching and researching, thus being closely related to the management and operation efficiency of hospitals. Department director, both the administrator and academic leader of a department, plays a crucial role in the department management as well as the hospital management. Therefore, the competency of a department director is of great importance. However, the current health human resource management is disjointed with the reality and unable to select and cultivate high-level department directors. Due to the insufficient quality and management ability of department directors, the overall development of hospitals has been influenced to a great extent. Human resource management based on competency possesses many advantages such as accurate prediction and easy application. According to literature and international practical experience, the above problems can be effectively solved by building up the HR management system of competency model of department directors.In this research, competency was introduced into the filed of department management of hospitals. Based on a comprehensive understanding of competency at home and abroad, this study carried out individual interviews on 20 department directors. By quantization analysis of interview results, the initial model of competency was constructed. Afterwards, designed questionnaires on the basis of initial model to collect relevant data on which explorative and confirmatory factor analysis were conducted. The main conclusion of this research was reached as follows:The competency model of department director in hospital is composed of 5 dimensions-management ability and skill, department building and development, creation and pursuit, personal quality, interpersonal relationship maintenance, totaling 16 competency elements-quality and order emphasis, decision-making ability, incentive, authorization, business ability, team leadership, subjects construction, subordinates cultivation, appetite for knowledge, achievement direction, creativity, prospectiveness, responsibility, authority, relationship building and communication.In the end, by combining department directors'post responsibility, this paper did a brief evaluation on the competency model in order to bring up new concepts and methods for the recruitment and selection , training and development and performance management of department directors.
