The development of the medical system reform and the change of the competition environment of the HuNan provincial Tumor Hospital put forward new request to hospital's human resource. Due to the section director is very important in the hospital's human resource, so how to contrsuct a group of section directors with high qulity is an extra work to the hospital to solve today. In this text, the first is to analyze the present condition of hospital's human resource and problem of management to section director, and point out its shortages, also interpret the necessity to contrsuct the competency model of section director. The second is to introduce the theory of competency systemically. The third is to connect a sum of real data not only by several research methods including job analysis, behavior event interview and a group of experts but also by quantitative and qualitative ways. A competency model of section director is established by using mathematic and statistic methods such as Pearson correlation analyze, Hierarchical cluster analyze and T-test etc. At last, the compentency model is applied to the job analysis, the recruitment, the training, the results and value management of section director.
