Most of the traditional personnel evaluation methods which focus on knowledge level and performance and longevity of examinees neglect the examination of motivation and attitude and personnel characteristic of examinees. In 1970s, Professor McClelland of Harvard University brought forward the viewpoint of replacing traditional ability evaluation pattern by the evaluation of competency. Competency evaluation which explores the combination of competency traits for certain role is a kind of new evaluation and analysis technique on human resource. Competency evaluation could reflect all the important behaviors and technique and knowledge which could affect the performance of personnel on certain post. Competencey evaluation method is widely used in workers selecting, workers evaluation, workers train and developing, performance management and employee planning in various kinds of industries because of the high veracity in predicting performance.Center for Disease Control and Prevention (CDC) is health agency coming from health quarantine station founded in the period of planning economy. CDC assumes the duties of diseases prevention and control, health detection and part health administration. The selecting, appointment and examination of director in CDC focuses on five kinds of performance which are virtue, ability, industriousness, performance and rectitude. This kind of selecting and evaluation mechanism has the traits of comprehensive and scientific, but it cannot effectively reflect the post competency for a manager because of the lack of impersonal quantity standard. Use competency evaluation method to evaluate director of CDC could help to scientifically select the most appropriate people to work as the leader of CDC.
