CDC assumes the duties of diseases prevention and control, health detection and part health administration. The selecting, appointment and examination of director in CDC focuses on five kinds of performance which are virtue, ability, industriousness, performance and rectitude. This kind of selecting and evaluation mechanism has the traits of comprehensive and scientific, but it cannot effectively reflect the post competency for a manager because of the lack of impersonal quantity standard.
