The public hospitals play an improtant role of promoting the health of the peoplehealth. It is also inherent and compulsory mission for the public hospitals in the mostof countries. It is the fundamental reform direction and core tasks for public hospitalsproviding public welfare. Currently, the research on nonprofit hospitals is still less.The welfare evaluation of public hospitals is based on patient response in whichmedical staffs are almost ignored. According to stakeholder theory and compatibleincentive theory, patients and medical staff should be important in the evaluation ofpublic welfare aspects.In this study, based on public management theory, stakeholder theory, gametheory and incentive theory, the public welfare of public hospitals will be evaluatedbased on the perspective of patients and medical staff with the methods of AHP,principal component analysis and TOPSIS. There are three conclusions. First, thepatient has a significant impact on the hospital welfare assessment. The correlationcoefficient is0.796between patient satisfaction and public welfare. Second, themedical staffs’ intrinsic motivation has a significant impact on the public welfare ofhospital. There is a big distinction between the doctor and the patient in theperception of bias of the public welfare of hospitals. The correlation coefficient is0.326between the medical staff motivation and public welfare evaluation of hospitalbased on patients. The correlation coefficient is0.770between the medical staffmotivation and the medical doctor’s satisfaction. Third, the evaluation scores ofpublic welfare of primary hospitals (community hospitals) are generally higher thanfirst-class hospitals.Therefore, it is more rational that not only the patient’s response but also themedical staffs’ intrinsic motivation are involved in the evaluation of the hospital’spublic welfare.
