With the rapid economic development of our China and the coming of theaging society, the competition of our medical market is increasingly fierce. Themodern managing theory says that the key abilities including the special resources andabilities in a business are essential to the advantages of a business competition in along ran. Human resources are the most important element of the key abilities in ahospital, therefore, getting the advantage of human resource means the building ofadvantage of key abilities competition. As the core of the human resource system,salary system plays a positive rule in the steady function of human resource in ahospital.From the questionnaire to the current salary system to the staff of the targetinghospital, and the analysis under the instruction of strategical managing theory, pointout the disadvantages of the current salary system. With the achievement of the salaryreform performed in the Affiliated Hospital of Medical College, Qingdao University,we can get the conclusion. In order to win the competition in this fierce market, thehospital should make good use of the salary system as a lever to attract and stimulatethe excellent people to get increased performance of their ability. No matter how goodthe managing system is or how spacious the personal development perspective is, afair and competitive salary system is absolutely unavoidable in the modernmanagement of a hospital.Achievement of this research: 1) the current salary system in the rural hospitalis totally out of dated, and the corresponding reform is emergency. 2) new salarysystem based on the strategy is decisive not only to the human competition but also tothe managing development of the hospital.Conclusion: The salary system based on the strategy in a rural complex hospitaldecides the direction and trend to the hospital salary reform. The salary system basedon the strategy can provide protection to fulfill the objective of strageticaldevelopment of the hospital.
