With the deepening reform of hospital system, the public general hospital in country-level has been requested more specific requirements, which means the rational use of human resource not only has become the one of the most important guarantee of the survival and development of hospitals, but also plays a decisive role in motivating employees. Based on the theory of human resource management, this paper did the research of optimization the salary system in ZBX People’s Hospital though questionnaire investigation and solo interviews.At first, this paper gives an analysis of the status quo of the salary system in ZBX People’s Hospital, affirms the achievements of the development of the salary system, and dissects the problems in the development and the reasons at the back. Then, this paper presents the optimization of the salary system in ZBX People’s Hospital, which includes the aim, train of thought, principle and specific optimization of the salary system. In this optimization, all of the departments in the hospital have been divided into two parts and carried out the different way of salary accounting, one is Management benefit accounting department, the other one is Post value accounting department. At last, this paper presents the risk and the coping strategies of this optimization, three parts made the coping strategies:the conditions, steps and guarantees. After the research of this paper, three points of view can be proposed, the first is that the key of the sustainable development is to excellent the system of salary management in ZBX People’s Hospital; the second is that the two class classification accounting is the only road in optimizing the system of salary management; the third is that the important guarantee of achieving the optimization of the salary system is to confirm the quota which effects the employees’ salary.
