Public hospitals are the main force of medical services for the masses.At present,if the national health cause wants to achieve vigorous development,the reform of public hospital salary system is the core key link that cannot be missing.This reform is not a simple incremental reform,its successful experience in total salary check and approval,internal salary distribution,key personnel incentive and other aspects will have a good guidance and reference for constantly improving the income distribution system of other public institutions and promote the demonstration role.M Hospital in Mianyang city is one of the first grade-A general hospitals to be included in the pilot reform.The research object of this paper is Mianyang M Hospital.First,the policies and achievements of Mianyang City in this reform,as well as the reform results of Mianyang M Hospital are comprehensively sorted out.By means of questionnaire and in-depth interview,this paper analyzes and points out the three main problems existing in the salary system reform of M Hospital in Mianyang.It is difficult to verify the total salary,the internal salary distribution system needs to be improved,and the sustainability of public welfare is tested.With the help of fairness theory and two-factor theory,the causes of the above problems are analyzed.Through the method of literature,the paper summarizes the advanced experience of domestic and foreign public hospital salary system reform,and obtains enlightenment from the salary system reform of M Hospital in Mianyang.In view of the causes of the problems,10 countermeasures and suggestions are put forward from three aspects: further perfecting the total compensation check,perfecting the internal compensation distribution mechanism,and continuously enhancing the public welfare of hospitals.The conclusion of this paper is that the salary system reform of M Hospital in Mianyang has achieved positive results,and the salary level of medical staff,hospital operation and medical service ability have been greatly improved compared with before the reform.Faced with the existing problems,the government and hospitals need to work together to solve them.As a government department,it is necessary to increase financial input,establish salary survey for public hospitals,strengthen the simultaneous promotion of relevant reform and salary reform,introduce loose multi-point implementation policies,and expand the channels of doctors’ income.As a hospital,we should further improve the internal salary distribution mechanism,correctly guide the income growth expectation of medical staff,pay attention to medium and long-term incentives and non-economic incentives,and constantly enhance the public welfare of the hospital. |
