With the rapid development of society and economy, China's shipping industry has entered into a rapid growth period, the number and tonnage of vessels continues to increase. Qiongzhou Strait between Leizhou Peninsula in Guangdong Province and Hainan Island, is not only a main water channel from mainland to Hainan Island, is also a important shipping thoroughfare of coastal ports such as Guangdong in Beibu Gulf, Hainan, Guangxi and Vietnam. Therefore, Many ships sail in Zhanjiang waters including western Guangdong, Beibu Gulf and Qiongzhou Strait waters. According to statistics, only Qiongzhou Strait, the number of the annual average trips that ships sail in the waters reaches to 200,000, and many fishing boats and rafts are in regular operations in other Zhanjiang coastal waters, Thus that results in many various accidents that have occurred frequently at sea. Therefore, Zhanjiang government has a great concern for navigation safety and maritime rescue in Zhanjiang waters. Therefore, It is an urgent task that Zhanjiang Maritime Salvage Centre need to research and develop an effective maritime search and rescue coordination decision-making system.The study about the rescue stations layout in Zhanjiang waters is the sub-subject of the study about the maritime search and rescue coordination decision-making system in Zhanjiang waters. Through the study of the sub-subject, an accident management system for the purpose of the rescue stations layout is established, and that helps to provide the decision-making for the governors in the rescue stations layout, thus raises the success rate of life rescue and achieves the goal of the rapid rescue.This paper first analyses deeply the influencing factors for the rescue stations layout, puts forward the establishment of an accident management system for the purpose of the rescue stations layout. Through the accident management system, using statistical and risk evaluation methods, the historical accidents are analyzed statistically, and then the risk level of the sea area is determined. On this basis, the maritime rescue coverage is analyzed in Zhanjiang waters, and identified the weakness of the rescue force. At the same time, the paper presents a more reasonable project about the rescue stations layout as the background with electronic charts in Zhanjiang waters in order to improve the rescue effectiveness according to the Ministry of Transportation 2010's aim to life rescue at Sea and the existing rescue stations and rescue resources.The article finally presents a more reasonable scheme about the rescue stations layout in Zhanjiang waters according to the result of the risk assessment,existing resources and the rescue objective in Zhanjiang waters. Therefore its conclusions and recommendations have been adopted fully by the experts from Zhanjiang Maritime Bureau and Zhanjiang Rescue Sub-Center, and have the practical significance.
