Maritime search and rescue is a noble and dangerous occupations, for search and rescue personnel engaged in the spirit of dedication, physical fitness and professional skills demanding. With the development of the cause of maritime search and rescue, maritime search and rescue volunteers, in which the role played growing. By appropriate selection of the outstanding personnel evaluation system to enrich maritime search and rescue volunteers, to enhance our overall level of maritime search and rescue volunteers, to improve maritime search and rescue success rate is important.Firstly,this paper describes the present situation of maritime search and rescue volunteers, focusing on the examination and evaluation volunteer capacity, the ability to evaluate a comparative study. According to human capacity factor distribution and characteristics of China’s maritime search and rescue, in the strict inspection, analysis of the many factors that affect the ability of maritime search and rescue volunteers, based on the study established a maritime search and rescue volunteer capacity evaluation system.Secondly, the use of AHP and fuzzy comprehensive evaluation method, maritime search and rescue volunteers to establish a competency evaluation capacity evaluation model, an example of a scientific test and operational models.Finally, combined with the ability to affect the elements of maritime search and rescue volunteer study proposes strengthening of maritime search and rescue volunteer team building proposals to the competent authorities in the hope that the selection of maritime search and rescue volunteers and promote the construction of maritime search and rescue teams have reference.
