Abstract/Summary:
With the advanced navigation technology, China has a long history of search and rescue at sea. However, forming its unique system of profession, the search and rescue at sea as an independent branch has a comparatively short history. Therefore, it is only recently comes into being the Aeronautical and Maritime Search and Rescue system. Facing such a brand new field, we have to go through the process of constant improvement.The Aeronautical and Maritime Search and Rescue system is a systematic project, involving various aspects. It requires not only relevant hardware facilities, but also the technology of salvage and the coordination of various regions and departments. Therefore, it is impossible to make an evaluation from an overall point of view, but from the three major aspects, namely people, machinery and environment, to make a general and objective evaluation of the current Aeronautical and Maritime Search and Rescue system of China. Meanwhile, this article illustrates the relevant operational systems of other advanced countries, such as those in Australia and the U.S. It is intended to be a helpful guide of how to improve China's own system.The author uses the methods of mathematic model establishment and comparison in this article, in which mathematic model established is concerning major factors of the system. Processing with fuzzy set, the article offers an objective evaluation of the system and points out sectors that need improvement. At the same time, the author compares the Search and rescue system of China with those of Australia and the U.S. The two methods intersect in the article. On the one hand, the author establishes the mathematic model with the reference to foreign similar systems and tries to find out the major factors that will influence China. On the other hand, when comparing China's system with those of foreign countries, the author uses fuzzy set to make the evaluation moreobjective.The latter part of the article is based on the evaluation of China's Aeronautical and Maritime Search and Rescue system, the relevant experiences of foreign countries and the practical circumstances of our country. It is intended that the article may serve as a practical guide for the analysis of China's Search and Rescue system.
