With the rapid development of urbanization and the continuous expansion of the city,the problem of fire safety has become increasingly prominent.There are various forms of urban buildings,the increase of vegetation in the urban-forest boundary area,and the complex and changeable fire risk.There are 643,000 high-rise buildings,24.66million m~2underground projects,more than 1,050 large-scale complexes,and many flammable and explosive hazardous chemicals enterprises.In view of the increasingly severe urban fire risk situation and the unreasonable layout of fire emergency service resources at the present stage,based on the location set coverage model(LSCP),maximum coverage model(MCLP),P-median model and P-center model,fuzzy multi-criteria model,etc.,different types of urban fire risk assessment and fire station planning are studied.The spatial layout technology of fire station based on the comprehensive risk of urban forest fire,the cross-regional cooperative deployment optimization technology of fire rescue station and the multi-objective fire cooperative deployment optimization technology are proposed,which realizes the spatial identification of urban fire risk and the reasonable planning of fire emergency rescue force.(1)In view of the difficulty in identifying urban forest fires and the unreasonable allocation of fire resources,a comprehensive risk assessment system for urban forest fires was constructed and the fire risk distribution was calculated by mathematical methods.According to the factors such as suitable land use,economic factors and response time,the spatial layout method of forest fire stations was proposed.Taking Zhuhai City as an example,the spatial distribution of high,medium,general and low risk areas of fire is identified,and the layout scheme of forest fire station is given from the construction cost and coverage effect,which better meets the risk prevention and control of forest fire in Zhuhai City.(2)In order to meet the needs of the integrated development of the Yangtze River Delta and solve the problem of cross-regional fire planning in urban agglomerations,the SAVEE method is used to calculate the urban fire risk by establishing an urban fire risk assessment system.Based on the’location-allocation’model,the fire station evaluation and optimization of the Yangtze River Delta integrated demonstration area are carried out.Through the optimization scheme,the coverage of multiple fire risk levels in the region is increased to more than 70%,and the coverage of high-risk areas is as high as 99%.It effectively improves the fire coverage rate of the Yangtze River Delta integrated demonstration area and reduces the risk of urban fire.(3)In view of the differences in the allocation and response of fire rescue forces in urban areas with different development levels and areas with different risk levels,the multi-source data is used to identify the fire risk distribution,and the multi-objective fire prevention theory and fire prevention evaluation criteria are proposed.Based on the quantitative evaluation of the existing fire stations,further optimization research is carried out.Taking Pudong New Area of Shanghai as a pilot,the optimization suggestions are put forward.The new fire station layout scheme increases the high-risk coverage rate of fire high-risk areas from 73.5%to 93.66%,and the coverage effect of other fire risk levels has reached the ideal effect,which realizes the effective fire rescue coverage of Pudong New Area. |
