| In recent years,with the increasing frequency of maritime traffic,the frequency of maritime traffic safety accidents is also increasing.Due to its characteristics of emergency and serious consequences,it often will lead to life loss,property damage and environmental damage and other adverse effects.The possibility of danger determines the necessity and importance of maritime traffic emergency rescue,especially in the maritime power and transportation power under the background of the two national strategy,The 20 th report proposed to adhere to the theme of promoting high-quality development,accelerate the construction of a transportation power,to strengthen the efficiency and ability of maritime traffic emergency rescue put forward higher requirements.Due to the characteristics of dynamic evolution,efficiency,and chaos,the traditional effectiveness of maritime traffic safety accident emergency rescue,in order to improve the efficiency of maritime traffic emergency rescue,This study first analyzes the reality of maritime traffic emergency rescue in China,on the basis of this,establish the system dynamics(SD)model,and improve the effectiveness of maritime traffic emergency rescue.The specific research results are as follows:(1)Applied system dynamics method,Taking the actual rescue process of maritime traffic safety accidents as the entry point,The effectiveness of maritime traffic emergency rescue is evaluated: based on the OODA(Observe-Orient-Decide-Act)cycle theory,Build the evaluation index system of maritime traffic emergency rescue efficiency from four dimensions of information perception,collaborative research and judgment,scheme decisionmaking and rescue action,Then we assign the index weight value through the hierarchical analysis method and the data analysis method,Establishing an SD model for the assessment of maritime traffic emergency rescue efficiency,Simulation of the model using Vensim software,The influence law of different indicators on emergency rescue efficiency under different conditions is analyzed,It provides a reference for improving the efficiency of maritime traffic emergency rescue.The experimental process shows that the system dynamics method has a good effect in handling the complexity,dynamics and nonlinearity of the offshore traffic emergency rescue system,and has a good applicability for the effectiveness assessment of the offshore traffic emergency rescue efficiency and accident complexity,the emergency rescue efficiency depends on information perception,and reducing the rescue delay time is the effective measures to improve the rescue efficiency.(2)Experimental results of the SD model based on the evaluation of maritime traffic emergency rescue efficiency,Combined with the current situation of maritime traffic emergency rescue,Put forward considering the efficiency of the maritime traffic emergency rescue level optimization strategy: through real-time adjustment according to the accident rescue decision and scheme,improve the component element performance(rescue system local construction),improve the task completion efficiency(rescue site effective control)to strengthen the continuous control of the complexity of the accident;Enhance the information perception and situation assessment by ensuring the level of maritime distress emergency communication,improving the distress alarm information processing ability,and improving the information collection ability at the accident site;Overcome the subjective and objective factors leading to the time delay by improving the network efficiency(the rescue units study and judge cooperation),improving the component system efficiency(the efficient operation of the system unit),and reducing the vulnerability of the system(improving the internal capacity of the system).So as to improve the effectiveness of maritime traffic emergency rescue. |
