The project management can help to program, organize, and harmonize the required quality, limited time, and budget during the full course. The adoption of a reasonable standard project management can avoid deviation from scheduled target. However, the domestic project management lacks effective management on the scope and schedule in a long period, especially in the construction of information system, compared to foreign countries. This paper, based on Huai River, expatiates on project management from two aspects: the scope management and schedule management. It use scientific methods and advanced means to plan, follow, and control effectively, and make sure to finish the project in time. This paper will be significant to our country's water exploration projects.
