Nuclear power station equipment research and development involves many fields, so the project cycle is long, and the level of complexity is high. It has a high demand for project management, especially the independent innovation R&D project. As an important part of project management, the effective degree of plan and control management is one of the decisive factors in the implementation of the project results.In this paper, with the application of project planning and control theory, combined with the characteristics and the status of research and development projects of instrument and control equipment of nuclear power plant, describe the status and effect of the first stage of the project planning and management of project management for the experienced project, R&D of rod control and indication system of a domestic nuclear power plant, analyzed the existing problem of schedule plan, resource planning, quality planning and change control, and establish the causes.By using the project plan and control method, the improvement measures of the second phase of the project planning and control are provided. First put forward the premise and idea of improvment, on this basis determine the strategy of improvement, and then provided the improved scheme of schedule, resource planning, quality planning and change control. By comparing the situation before and after the improvement of plan and control of the project, it’s found that the expected effect of the project management is achieved, the management level of independent product R&D project improved.
