Under the guidance of the policy of building a beautiful China,the Expo Park is becoming more and more diversified,and the importance and influence of the Expo Park are becoming more and more obvious.At the same time,in order to promote the development of the national "double carbon" strategy,the construction industry,as one of the important fields of carbon neutralization,needs to be actively reformed and improved in all aspects.Therefore,in order to achieve the effective integration and utilization of resources,the role of construction project planning as the premise of construction implementation can not be ignored.However,most of the domestic and foreign studies focus on the level of architectural design and planning,and few studies on the implementation of the whole process planning of construction.In the long run,it will inevitably lead to the disconnection between design and construction,resulting in unclear construction objectives,non optimization of organization,low production efficiency,waste of resources and other problems.Therefore,it is urgent to carry out the research on the whole process planning of construction projects,ensure that design and construction go hand in hand,and promote the development of the Expo Park The economic and social benefits of the whole life cycle of the Expo will help the implementation and development of the national "double carbon" strategy.Based on the traditional logical framework and other analysis methods,this paper proposes the "six step framework analysis method" applicable to the project planning and implementation stage.Taking the overall construction and implementation planning of an exhibition park as an example,through the analysis and discussion of technical measures such as site survey,resource survey,construction environment survey,and in combination with the project’s own human resources,revolving materials,machinery and equipment,Complete the formulation of the project construction planning scheme for the subject of this study.The project construction planning scheme is mainly composed of two parts.The first part is the overall planning of the project,mainly including: project overview,construction factor analysis,overall advantages and disadvantages analysis of the project,management and control mode and objectives;The second part is professional planning,mainly including: project schedule management,construction technology management,quality management,safety management,cost management,overall review,etc.The research shows that by innovatively applying the logical framework method-"six step framework logical analysis method" to guide the project planning,it will help the project planners to concentrate and analyze the important factors related to the project operation,so as to define the objectives and goals to be achieved by the project in advance,prevent the main risks and clarify the management priorities in the implementation process;The project planning completed under the guidance of the "six step framework logic analysis method" can provide reference and comparison for the post evaluation of the later project,and help the project resumption and optimization of the subsequent project construction;The planning and implementation of the project construction shall be based on the actual situation on the site and its own resources,and in combination with the project positioning,take measures according to circumstances,comprehensively consider various factors affecting the construction,set specific management objectives and methods for such factors,establish a professional management team,and improve the management efficiency by means of informatization measures;The "six step framework logic analysis" theory and the project planning model based on this theory can provide reference for the formulation of the later construction project planning.
