With the acceleration of the urban motorization, such as traffic congestion, parking urban transportation problem has become restricting city rapid development of the important factors. P&R (Park & Ride) as traffic demand management method can effectively solve the city centre traffic pressure and city parking problem, promote the urban traffic structure more rationalization and improve efficiency of travel of the dweller.This thesis has a system research about P&R development situation at home and abroad. It puts forward the structural hierarchy of P&R. It expounds practical effect of P&R from the travel cost, travel efficiency and the traffic environment.This thesis discusses the impact factors of the choice P&R facilities. The binary logit model (BL) according to random utility theory predicted the P&R transition probability. The scale of the P&R facilities can be determined by the design specification and the traffic demand.The urban P&R facility location criterion and the influencing factors have been researched in the thesis. The urban P&R facility divided into central district peripheral P&R facilities and suburbs P&R facilities according to the facilities layout. Through studying and establishing a network flow interception problem (FIP) and covering problem, this thesis gives the corresponding algorithm and calculation example.Based on our urban transportation development characteristic and urban transportation facilities situation, this paper proposes the development of public transport, limiting the use of car parking management three strategies. Urban P&R facilities' internal, security management and inducing information system is studied.Finally, taking Xi'an city as an example, through overall situation of Xi'an city and the research of the demand for traffic, this thesis forecasts and plans the Urban P&R facilities transition probability and the Urban P&R facilities site scheme.
