As a high-tech industry, innovation is pharmaceutical manufacture industry' core competence, especially after we entered WTO, a lot of famous pharmaceutical enterprises want to compete with us in Chinese market, and because of being a member of WTO, our government have to strengthen the protection of the patent on chemistry. So R&D activities are considered to be chemical enterprises' focuses, and sci-tech resources are the key to its development. But we know resource is relatively rare, and so is sci-tech resources, thus we expect to make it have a maximum effect. We begin with summarizing the actuality of science and technology input,including human resources, financial resources, physical resources, information resources, organization resources. Then employing Data Envelopment Analysis, the relative efficiency of sci-tech resources allocation in pharmaceutical manufacture industry from 1995 to 2003 is measured, and it turns out that most of them are efficient. Although it is efficient, it is not perfect. There is a lot of problem in it, including that the allocation scale is too small, the allocation strength is lower, the allocation structure is unreasonable and the allocation mechanism is not suitable. Then we analyze the cause leading to the problem. The reason is mainly that the firms are lack of the wheels of innovation, the capital channel is narrow, the resources is distributed to the least, the history of its development, the mechanism of sci-tech output transferring is sick, and the frame of science and technology faulty.Based on the experience of sci-tech resources allocation of pharmaceutical manufacture industry in Japan and contrast to our innovation status quo, we try our best to hunt after the way to optimize sci-tech resources allocation of our pharmaceutical manufacture industry and present some valuable proposals at the end of the article: strengthen the government'management and controlling; normative the information market; optimize and restructure the firms in the industry; increase the input to basic research;reinforce the interaction among manufacture, study and research, stress the cooperation with famous pharmaceuticals on research and development.
