High-tech industry is a new industry emerging in the 1960 s.Its development speed and the fields involved in production and operation are far beyond people’s expectation,and it has become an important part of the national economy of all countries in the world.At present,the world has entered a new round of technological revolution focusing on high technology and its industries.Countries are competing to put forward strategic plans for the rapid development of high technology industries.High-tech industry has always been in the level of high technology content,the total industrial output value brought by the increase year by year,the positive role of promoting the national economy is also more and more big.The society generally believes that this kind of industry with high technology content and high added value is low-pollution or even pollution-free industry.However,it has been proved that this kind of industry with clean surface also has environmental pollution problems.There are not only the production process of waste,waste water,waste gas and other physical waste,but also a lot of radiation,electronic pollution and other intangible waste.These invisible wastes have the characteristics of fast diffusion,multiple types and long hidden cycle.Therefore,their propagation speed is much faster than that of traditional garbage,which makes it difficult for high-tech enterprises and governments to control environmental pollution.Therefore,while the high-tech industry and its related industries create profits for the society and improve the technological competitiveness,more and more attention is paid to the effective governance of environmental pollution and the standardization of environmental regulation policies.In view of this,on the basis of clarifying the effect mechanism of environmental regulation on the green innovation efficiency of high-tech industries,this thesis takes the high-tech industries in 30 provinces of China from 2005 to 2017 as the research samples,uses the SBM-DEA super efficiency model to measure the green innovation efficiency of high-tech industries in each province of China,and conducts a one-by-one analysis of the three regions in the east,the west and the west.To grasp the basic characteristics of its distribution.The nonlinear effect of environmental regulation on green innovation efficiency of high-tech industries is verified by systematic GMM model.Then,the internal mechanism of environmental regulation on green innovation efficiency of high-tech industries through FDI and internal research and development is discussed by mediating effect model.The main conclusions are as follows: First,the green innovation efficiency of high-tech industries in most provinces of China is generally not high,and the eastern region is obviously higher than the central and western regions,but the overall growth is slow.Second,the direct impact of environmental regulation on green innovation efficiency of high-tech industries is non-linear,showing a "U"-shaped relationship.Third,the impact of environmental regulation on the green innovation efficiency of high-tech industries through FDI is negative,but the impact of environmental regulation on the green innovation efficiency of high-tech industries through internal research and development is significantly positive,and both of them play a part of the mediating effect.Fourth,both human capital level and industrial structure have a positive impact on the green innovation efficiency of high-tech industries,while the degree of opening to the outside world has a negative impact on it.Based on the conclusion of this thesis,the following suggestions are put forward: First,strengthen the enforcement of environmental regulation and formulate appropriate environmental regulation policies;Second,continue to increase the internal research and development of high-tech industries to fully promote the improvement of green innovation efficiency;Third,enhance the level of industrial structure and promote the coordinated development of the east,the west and the west;Fourth,enhance the awareness of green innovation to achieve sustainable development of the industry. |
