As an important strategic region of the country,56%of the provinces and regions in the Yellow River Basin belong to provinces along the Belt and Road,and its high-quality development is related to the realization of the "Belt and Road" cooperation initiative.The Yellow River Basin is an important agricultural product base in China and rich in mineral resources,but problems such as contradictions between supply and demand of water resources and water pollution emerge one after another,and the low level of scientific and technological innovation of high-tech industries has not transformed resource advantages into economic advantages,which has seriously hindered the green and sustainable development of the Yellow River Basin.Based on this background,the coupling and coordination effect and influencing factors of high-tech industrial scientific and technological innovation and ecological environment performance in the Yellow River Basin were studied.Taking nine provinces in the Yellow River Basin as the research area,this paper summarizes and analyzes the development status and internal mechanism of the two systems from different dimensions on the basis of expounding the theory of technological innovation,sustainable development theory and related research review,and constructs an evaluation index system and a coupling coordination model to measure the comprehensive development level,coupling coordination degree and relative development degree of each system in the Yellow River Basin from 2005 to 2020.Then,the Moran index,Dagum Gini coefficient and kernel density estimation method were used to analyze the spatial agglomeration state,spatial difference characteristics and spatial distribution pattern of coupling coordination.At the same time,the GM(1,1)prediction model predicts the coupling coordination degree from 2021 to 2025,and then analyzes the influence of six influencing factors of government support,innovation development level,higher education level,economic development level,infrastructure level and energy consumption level on the coupling and coordination degree of the province and neighboring provinces with the help of spatial econometric model.The results show that:First,the level of high-tech industry scientific and technological innovation and ecological environment performance in the nine provinces of the Yellow River Basin show a good trend,and the overall high-tech industry scientific and technological innovation lags behind;Second,during the study period,the coupling coordination type of the Yellow River Basin moved from barely coordinated to primary coordination,and there was a change relationship between downstream>middle>upstream.Third,the coupling and coordination degree of provinces in the Yellow River Basin showed a positive agglomeration trend,but the coupling coordination degree of the provinces was large and there was a gap between regions>the intraregional gap>the change relationship of supervariable density,among which the intraregional difference showed a decreasing trend of "upstream-midstream-downstream",and there was always an up-down>middle-lower>between regions the relationship between the upper and the middle;From 2021 to 2025,the coordination type of the Yellow River Basin will not change,but the coupling coordination degree will increase.Fourth,the coupling coordination degree of the province has a significant negative effect on the coupling and ceordination degree of neighboring provinces.The level of government support,innovation development and infrastructure has a significant effect on the coupling and coordination of neighboring provinces,the level of innovation development,economic development and energy consumption have a restraining effect on the coupling and coordination of neighboring provinces,and the level of higher education has a significant effect on the coupling and coordination of neighboring provinces.Finally,according to the development status and research conclusions of the Yellow River Basin,countermeasures and suggestions are put forward to strengthen the top-level design of scientific and technological innovation,integrate the advantages of the Belt and Road Initiative into the world development pattern,and coordinate and improve infrastructure construction from three dimensions:enhancing the ability of policy formulation and platform construction,improving the optimal allocation of resources and promoting coordinated regional development,so as to achieve green and high-quality development in the Yellow River Basin.
