The next five years will be a crucial period for comprehensively building a modern socialist country to get off the ground.The Party’s 20th National Congress has also made strategic plans for accelerating the building of a new development pattern and focusing on high-quality development.Promoting green and low-carbon development is also a key part of the plan.At the same time,with the constant changes in the mode of scientific and technological innovation,it is increasingly important to optimize the environment for scientific and technological innovation to the maximum extent and improve the allocation efficiency of scientific and technological resources of governments at all levels.It is of great significance to optimize the structure of resource allocation,improve the environment of resource allocation,update the mode of resource allocation to achieve results transformation and industrial upgrading,optimize the combination of production factors and save resources,so as to continuously improve the environmental quality and clarify the impact of the allocation efficiency of scientific and technological resources on our environmental quality.In this thesis,relevant theories of scientific and technological innovation and environmental economics are firstly reviewed,and a theoretical framework for the relationship between scientific and technological resource allocation efficiency and environmental quality is established through industrial upgrading,labor efficiency and other approaches.In the empirical analysis,this thesis is based on the data related to scientific and technological resource allocation and environmental quality of 253 Chinese cities from 2011 to 2020.The global maximum effective frontier closest distance model(MinDS)is used to calculate the allocation efficiency of scientific and technological resources in each city,the entropy method is used to calculate the environmental quality of each city,the fixed effect model is used to perform regression analysis on the impact of scientific and technological resource allocation efficiency on environmental quality,and the intermediary effect analysis is carried out with green technology innovation as the intermediary variable.Heterogeneity analysis was made on the impact of science and technology resource allocation efficiency on environmental quality in various urban agglomerations.Finally,spatial spillover effect analysis was carried out on the data at the national level,and the impact and differences of science and technology resource allocation efficiency on environmental quality between the national level and the five major urban agglomerations were analyzed.The main conclusions were finally drawn as follows:(1)The effect of scientific and technological resource allocation efficiency on environmental quality is negative at the significance level of 5%,and the coefficient is-0.019,indicating that the scientific and technological resource allocation efficiency significantly reduces environmental pollution and improves the environment.The higher the allocation efficiency of scientific and technological resources,the lower the degree of environmental pollution,and the environmental quality will be improved with the improvement of the allocation efficiency of scientific and technological resources.(2)The improvement of the allocation efficiency of scientific and technological resources directly promotes the progress of technology,and green technology plays an obvious intermediary role;(3)The effect of science and technology resource allocation efficiency on environmental quality in the Beijing-Tianjin-Hebei,middle and lower reaches of the Yangtze River and Sichuan-Chongqing urban agglomerations is not significant,while the effect of science and technology resource allocation efficiency on environmental quality in the Yangtze River Delta and Pearl River Delta urban agglomerations is negative and significant,consistent with the results at the national level.(4)In the city’s own geographic space and adjacent geographic space,the allocation efficiency of scientific and technological resources has a significant positive impact on environmental quality,that is,the higher the allocation efficiency of scientific and technological resources,the higher the environmental quality.Moreover,the absolute value of the direct effect coefficient is smaller than that of the indirect effect coefficient,that is,the spatial spillover effect is larger than the direct effect,which indicates that the impact of the allocation efficiency of scientific and technological resources on the city is smaller than its impact on neighboring cities.According to the above conclusions,the policy suggestions are as follows: to improve the regional environment,it is necessary to make full use of the allocation of scientific and technological resources,and to promote regional green innovation,differentiated policies should be formulated according to the development characteristics and degrees of different regions,so as to make positive contributions to the improvement of environmental quality.
