With the Urban development, more and more cities face with a lot of problems. Such as atmospheric pollution, lack of trees population blowing up, and so on. A typical modern city of a million people produces in one day some thing like 500000 tows of sewage, 2000 tons of domestic refuse and 950 tons of gaseous and particulate matter discharged into the atmosphere. Many studies want to resolve such problem with the planning of cities. The aim of planning is to harmonies these functions and produce an Urban environment which is pleasant and healthy while remaining efficient.The thesis that is the research on evaluation of human settlements' quality in Urban, attempts to reach such aim.For a variety of reasons these objectives are not always achieved. Sometimes one element develops disproportionately at the expense of others. Many residential areas in towns are subjected to intrusive noise levels from roads and airports which have been expanded to serve wider regional functions. So, in this thesis, the author use a new method for the dividing of human settlements,^ and the determining of targets.It's from 1990s'that began to study on evaluation of human settlements 'quality in our country. In the past two decades , China saw reform and opening up of the economy, acceleration of urbanization, and the emergence of complex issues in urban and regional growth . There is a pressing need to revisit the traditional concept concerning human settlements,' society and the environment in the light of holistic thinking.The thesis is divided into five parts . In part I , the thesis talks about human settlements problems and defines the Human Settlements . Thestudy of human settlements problems stem from variety of problems in Urban and has been for about one century, and now, people in the world pay attention to it day by day. In part II, it' s about the theory basis of evaluation of human settlements quality in urban . In part III, taking physical geography theory , human settlements are classified into five grades .In part IV,the thesis analyses the dominant-factors of human settlements quality and evaluates a special area.
