This article take Urumqi as an example, according to the region and the city characteristic selected 34 basic index which can Accurately represent the urban development and collected the Urumqi 1995-2004 year's indices data, constructed the human settlements construction Quality synthetic evaluation system. This article using Analytic Hierarchy Process method evaluated the developmental level in urban human settlements construction quality of Urumqi comprehensively. In order to confirm its accuracy, this article using another mathematic model called Principal Component Analysis method and the two methods examination results are consistent. The analysis result indicated that, the Urumqi urban human settlements construction quality trend of escalation, but the development between four main subsystem, synthesis construction quality and each sub subsystem, lacks the coordination, In particular the natural subsystem delayed the synthesis construction quality obvious.
