Study On The Assessment And Optimization Of Urban Human Settlements Quality In Xi'an

To construct and to improve urban human settlements is an eternal subject. With cities development rapidly, urban human settlements is in the face of a series of austere challenges, urban human settlements problem is more and more regarded as important. Study on assessment and optimization of urban human settlements quality becomes hot topic in the field of urban environment construction and alteration.This paper probes into theoretic elements radical tenet, estimate content, estimate means as well as technical route of the assessment a of urban human settlements quality. Based on it, writer construct three ranks of index system about the assessment a of urban human settlements quality in Xi'an City , considered nature sub-system, economic sub-system, society sub-system build-up sub-system and infrastructure sub-system, Under the guidance theories such as theory of human settlements, sustainable development, urban ecology. Based on the urban statistical and monitor data of Xi'an City from 1991 yearto 2003 year, the dissertation assesses quantitatively the dynamic of its urban human settlements in the past of 13 years and points out the development trend according as time sequence. The dissertation puts forward objective strategy for optimization of urban human settlements quality in Xi'an City in order to construct high quality of human settlements, considered its development in the future.(1)The dissertation sets up three ranks of index system of quality assessment of human settlements by the numbers, Thereinto the first rank of index system include five ingredients: infrastructure, habitation, resource & environment, economy & sci- technology; the second rank of index system is the branch of the first rank of index system, which includes 12 factors; the third rank of index system explain the second rank of index system, which includes 35 elements.(2) The dissertation synthetically evaluates urban human settlements quality in Xi'an City with index system of quality assessment of human settlements and assessment model. The result shows that quality of the urban human settlements construction in Xi'an change featureaccord with multinomial result, it becomes better than ever situation from 1991 year.(3) The dissertation compartmentalizes four phases for evolution situation of urban human settlements construction in Xi'an. Slow-motion developmental phase before 1990, every factor steady slow developmental phase from 1991 to 1995 year, tangible establishment fast developmental phase from 1996 to 2000 year, senior quality balanced developmental phase since 2000 year.(4)The result of Principal Component Analysis model shows: resource & environment and infrastructure is the primary factor of human settlements quality in Xi'an City. The result, which is from analysis of the second rank of index shows that economy & sci-technology's development level limit to resource & environment and infrastructure, habitation system and society's development level decide on the degree to the taste of resource & environment and infrastructure of human.(5) Spatial heterogeneity of the urban human settlements construction in Xi'an by new uptowns exploitation influence is analyzed and studied. Result shows that new uptown's position and price are crucial influence factors.(6) Article proposes goal of urban human settlements quality optimization in Xi'an City that is constructing high quality human settlements. The writer put forward the corresponding objective measuers of the optimization and construction of high quality human settlements.
