Sanjiang Plain in Heilongjiang Province in eastern China, the Heilongjiang, Songhua, Ussuri River alluvial plain, is one of China's major grain-producing area.And stabilizely provide to the country no less than seven million tons of grain each year.Rice is the characteristics of agriculture in the Sanjiang Plain. After 80 years of the 20th century, the beginning of rice planting area increased, the demand for water is also growing. Rice planting area is 70 000 hm2 in 1981 , 953 000 hm2 in 2000. all made with ground water for irrigation, coupled with groundwater development and utilization of the many irrational factors, although fifty years, the Sanjiang Plain, general decline in groundwater level, "hanging pump" and the phenomenon of local overexploitation occur, the Sanjiang Plain, the dynamic balance of groundwater has been severely damaged, more and more groundwater level, groundwater level dropping lower and lower, ecological balance was destroyed, seriously affecting the sustainability of groundwater resources development and utilization. Groundwater resources carrying capacity was reduced, in turn restricting the Sanjiang Plain in the agricultural economy. How sustainable use of groundwater resources in the Sanjiang Plain, is already the focus of research.In this paper, in-depth study of groundwater resources carrying capacity of domestic and foreign theories and methods based on the guidance of sustainable development theory, the actual Qing Kuang Jie He Sanjiang Plain, the area of sustainable carrying capacity of groundwater resources Jinxing the following research, studies as follows:(1) Study in-depth the relationship between Groundwater Resources of Sanjiang Plain and sustainable development, the hydrogeological conditions, groundwater characteristics, development and utilization of groundwater resources, and sustainable development of their theories.(2) The depth of groundwater resources of the Sanjiang Plain, the time pattern of changes in in-depth analysis.Development of groundwater resources and their utilization of evaluation at this stage, analysis of dynamic change of groundwater resources of agricultural factors affecting the distribution of groundwater resources to identify, in food science,sustainable development and systems theory, based on relevant departments according to the socio-economic statistical data, the time series analysis model, the MatLab data processing, forecasting the future of Friendship Farm groundwater level trends, the results show that within the next three years, if still in accordance with the previous model of groundwater extraction, groundwater level Friendship Farm will continue to decline and will decrease more and more to find out through the prediction of groundwater development and utilization of the Sanjiang Plain common problem.(3) New method is proposed in groundwater resources sustainable capacity of Sanjiang PlainConstruction of evaluation system; the entropy coefficient method and the matter-element model with Jie He, established based on the right entropy matter-element model, the model effectively to solve the weight factor on the right of the subjectivity of the issue to make assessment results more scientific and rational, Capacity evaluation of groundwater, to the model is applied to all farms red thriving branch of sustainable carrying capacity assessment of groundwater resources, to achieve good results, evaluation results show that groundwater resources Hongxinglong capacity of the farm compared with 2006, different degrees of decline, only a few farms, and the same water capacity has improved. By evaluating the results of the analysis, the Sanjiang Plain groundwater resources carrying capacity is facing a serious threat, therefore, proposed to increase the sustainability of groundwater resources in the Sanjiang Plain bearing capacity of a series of methods and measures.(4) Optimize the allocation the water resources and the land resources in Hongxinglong branch bureauIntroduction of ACA's original and steps to ant colony algorithm is applied to the Sanjiang Plain Hongxinglong offices, their optimal allocation of water and land resources, according to the actual situation in the Sanjiang Plain, proposed the development of strategies and measures, a reasonable expansion of planting area, obtained in a variety of constrained optimization of water and land resources allocation, to optimize the use of farmland, on the optimal adjustment of planting structure, so that food production, land use and water carrying capacity of the coordinated development between the three. Sanjiang Plain area to achieve effective and rational use of groundwater resources and characteristics of sustainable development of agriculture.The innovative points of this study are summarized as follows:(1) Closely on Groundwater Resources Utilization and with the sustainable development strategy by combining the theory of sustainable development of groundwater resources.(2) Hongxinglong branch bureau as the study area, based on previous studies, combined with entropy coefficient and the matter-element model, constructed in the Sanjiang Plain, the sustainable carrying capacity of groundwater resources evaluation model of new - Based on Entropy element model.(3) Sanjiang Plain area proposed to improve the sustainable carrying capacity of the proposed groundwater resources and measures.(4) Application of ant colony optimization algorithm Hongxinglong Branch Land and Water Resource Allocation Models.
