Land and water resources is not only the material foundation of the human survival and deve- lopment, but also natural essential factor of the sustainable development of ecological environment. The scarcity of water-land resources and eco-environmental degradation resulted from unsustainable use of water and land resources more and more obvious. It is important that study optimal allocation of land and water resources in order to realize regional sustainable development.Sanjiang Plain is a lowland plain formed by the flow concentration alluvium of Heilongjiang, Songhua River and the Wusuli River, it is the centralism distributing wetlands and the largest area wetlands region in our country and even in the world. Sanjiang Plain has experienced four large-scale developments, At present it becomes an important commodity grain base of our country, which made great contributions to ensure food security. At the same time, because excess reclamation and less maintain, the original ecological environment of Sanjiang Plain is gradually worse, the wetlands area are reduced severely, many kinds of animals disappeared, land desertificated, water and soil lost seriously and frequent drought and water logging disaster, ecological environment deterioration, Especially paddy rice area increased rapidly cause groundwater level increasing rapidly, the over-exploited phenomenon, dynamic balance of parts of groundwater resources are destroyed. The less utilization ratio of surface water resources , low standard of Hydraulic Engineering, low poor ability to resist natural disasters,which demonstrated land and water resources utilization in Sanjiang plain area is not reasonable.These not only affect the development of agriculture,but increased ecological environment. Therefore, study on optimization use of land and water resources scientifically benefit realize regional sustainable development.With the guide of sustainable development theory and the means of system science principle, based on the analysis of water-land resource in using present condition and problems, in this paper, the utilization and use of water-land resources are concluded in the land and water resources system. After analyze the present situation of the regional land and water resources utilization and he existence question ,this text distributes genetic algorithm and how it is used in optimization allocation of land and water resources system,and puts forward the calculating accelerating genetic algorithm based on regional soil and water resources optimization allocation model. This project research as studies the platform take the entire Sanjiang Plain, choice Hongxinglong bureau as study the region for the model. Utilized the model, the system have studied the following several aspects content:(1) In the quantitative analysis of land and water resources utilization in Sanjiang plain area based on the present situation of water resources utilization, points out the existing problems. According to the actual situation of the Sanjiang plain water resources development, Sanjiang plain quantitatively analyzed the status water resources utilization structure and change trend, find has nearly 90 percent water resources uesd agricultural water, the water used almost 98% paddy, In general use of land resources based on the structure of land utilization, analyzes the degree of land utilization, through comprehensive index calculation, the development potential of land resources district, and analyzed the soil and water resources utilization of the existing problems.(2)In-depth analysis of the water and land resources optimization allocation principle, mode, the common characteristic of the modeling method established, the mathematical model of the micro level. After introducing the concept of land and water resources optimization allocation, on the basis of the analysis of the land and water resources optimization allocation principles of typical model, and constructs the model and the characteristics of the micro level, the water and land resources optimization mathematical model.(3) introduces the basic principle of genetic algorithms, characteristics, pointed out the shortage of the standard genetic algorithm (cannot guarantee convergence) and improved method (control parameter selection and improvement of coding genetic operator, etc.), introduces in detail the real number coding based on the basic principle of accelerating genetic algorithm and the solving procedure.(4) The mathematical model of.land and water resources optimization allocation to base on real-number-coding accelerating genetic algorithm in Hongxinglong bureau This model is used to realize the regional economic optimum mainly targets, ecological benefit and social benefit as the objective function, setting the design target of planting area, including water, food production various constraints, established in different conditions of water-saving agriculture based on accelerating genetic algorithm of structural optimization model of the system. This model from the standard genetic algorithm, improved the coding, fitness function and variation of improvement and acceleration.(5)Running model and analyzing of the results. Model by MATLAB7.0 software program- ing, get three kinds of condition of water-using of planting structure..the analysis of the optimization results shows: strengthening the construction of water conservancy projects, t developing water-saving agriculture, reasonably allocating water resources, which are important measure to realize the economic benefit target, the ecological benefit target and social benefit target, and objectively give corresponding Suggestions and countermeasures . This paper used the improved genetic algorithm to optimize configuration the model of land and water resources allocation, The concrete research approach has certain practical application and value to popularize in optimizing the structure of agricultural industry, the use and improvement of genetic algorithm offer the new thinking for the fact that the model is asked and solved,it can be applied to relevant or similar fields.
