Flood occurs quite frequently in our country, which brings great risk to the social stability, people's lives and property. The scientific and effective measures are required to be taken to reduce the harm caused by the floods by relevant departments of the government. . Flood risk map is a special map, which can reflect the regional flood risk information visually, is an important non-structural mitigation measure and can provide the scientific and effective basis for the flood control and decision. Network Geographic Information System (WebGIS) is the inevitable result of the development of the information technology, which combines the Internet and GIS technology.It can release the geographic information through the network, which changes the operating mode of the traditional GIS system and shows the landform's information of study area directly. Based on the above background, this paper applies the typical reach of Liaohe River Basin as the study area, combines the flood risk map technology and WebGIS technology, proposes to build the Liaohe flood risk map information management system based on WebGIS, predicts the flood process and affected areas, provides the basis of flood prevention and disaster reduction for the region.This paper studies the characteristics, architecture and implement mode of the WebGIS. Firstly, compared with several popular WebGIS platforms, the ArcIMS is selected as the development platform for the WebGIS system, and the secondary development is based on ArcIMS, achieving the display of regional electronic map. Secondly, according to the specific features of the study area's geographic database, the development mode of SQL Server combining with ArcSDE, realizes the management of spatial data using the ArcSDE database engine as a middleware, stores the spatial data and attribute data into the SQL server and achieves the logically and physical unity of spatial data and attribute data. Finally, the ASP.NET technology is applied to construct the Liaohe flood risk map information management system based on B/S structure, which achieves the functions of flood risk map display, flood risk map application, electronic map display, query of basic information, data stat., and database management. And combining the flood risk map with WebGIS technology, the operation of flood risk map in the electronic map is realized. The system speeds up the regional flood prevention information construction, supports the Liaohe River's flood control and makes decision scientifically, which reduces the losses caused by flood.
