In our country, the works of flood prevention focuses on the construction of hydrographic engineering project, and pays less efforts on the construction of un-engineering project characterized by the whole society's management and prevention against natural disaster. It is a complicated system engineering for the works of natural disaster reduction to be socialized, which involves all respects of society and mainly through the management with the prevention of natural calamities to reduce disasters. The management and release of river basin information of flood prevention is one of the methods to make aware of reducing natural disasters socialized.With the development of GIS and internet, it becomes available and necessary to develop the large information service systems of flood prevention based on Web GIS. The traditional information systems of flood prevention based on C/S structure model have played an important role in the works of flood prevention. But because of the limitation of C/S structure, and the shortcomings in spatial data share, it has became difficult for the traditional information systems of flood prevention to meet the requirement of the flood prevention in working. The thesis builds an information systems of flood prevention based on WebGIS, which aims to better meet the demand of flood prevention and better serve the policymakers. The thesis mainly includes the following works:1. From the basic conception of GIS, the study analyzes the current situation of the development of WebGIS, and investigates the system structures, technologies and main research issues of WebGIS. Through analyzing primary WebGIS platforms, the thesis proposes the solution of the information release of flood prevention.2. The information systems of flood prevention has the characteristics that can offer accurate, prompt, direct information to serve the flood prevention. And it requires wide information coverage rate and content to be detailed. According to the characteristics of the information systems of flood prevention and actual demand, it proposes the overall design of the system which consides it.3. Combining the systematic function, the thesis proposes the methods of managing systemic data, the rational structure of the database, and the way of combination between attribute data and special data.4. On the basis of thoughts and methods above, the thesis utilizes ArcIMS as the map server to realize the information release system of flood prevention of the midstream and downstream of Changjiang River through using ASP technology.
