As an important part of water resource, ground water should be especially configured and managed in reason during in developing, using and management of ground water resource because of its particularity. The distribution of ground water resource is not match with the need of local economy and society in temporal and special, which result in depredating development of ground water resource and bring up ground water resource overexploitation, ground water level continuously descending and other problems in resource, environment and geology. For instance, ground water level regional descends in North China Plain, land subsidence in SuXiChang zone and so forth.In our nation, the beginning of ground water management work is late. The management measure and technology draggle relatively. With the development of economy and the diversification of supply and demand of water resource, a plenty of new problems are engendered in the development and management of ground water resource. In traditional, ground water management methods are mainly focused on engineering measures, but now, this should be transformed into none engineering measures which based on scientific and logical management techniques and instruments and lead to sustainable development of ground water resources. In developing, using and fathering of ground water resource, the analysis and evaluation of ground water resource and suitable configuration should be paid much attention. After integrated analysis of regional water resources, the integrated operating method is adopted to develop enough water resources to satisfy the local economy.Along with the rapid development of information technology, database and GIS technology are applied in many fields, for example, resource, layout, population management and forestation and so on. It's urgency to import modern information technology in ground water management and develop ground water resource analysis and management platform, which based on GIS, to improve ground water management level and increase work efficiency.Network is a good medium for sharing and spreading information. Using network technology in ground water management is not only decreasing construct investment, but also predigesting the operation and making it easy to use. After the center server have been built and configured, different units and institutions can use the platform on server to exchange information and data and cooperating work on network.The theory of database technology and WebGIS technology has been analyzed, and the developing method and the system structure of building a ground water informational-based management system are bring forward in this paper. Then, under the windows operation system environment, these software are used to develop the ground water information system that based on database and WebGIS technology, in which include SQL Server 2000, Visual Studio .Net 2005, ArcIMS9, ArcSDE9 and so on. SQL Server 2000 is used to build the database, which include the attribute database and spatial database. ArcSDE, produced by ESRI, is introduced to build the GeoDatabase model and management spatial information. The Web Server communicates with the WebGIS Server, which is charged by ArcIMS, to complete the functions of GIS. ASP.NET, HTML, JavaScript and VBScript languages are used to build the web pages. SQL language is used to create and manage database. To communicate with WebGIS Server, ArcXML language is introduced in this system to complete the spatial operation.Spatial database and attribute database use uniform code to exchange data, and then, users can using attribute data to query spatial data and using spatial data to query attribute information too. As regard to attribute data, two ways are integrated in this system, which are called conditional query and none conditional query. The dynamic statistic chart module can create dynamic chart according the query data. Based on the lithology information about the stratum of ground water supervise well, the photograph control can build the stratum histogram of the well. In WebGIS part, spatial querying, browsing electronic map and superposition analyzing function are completed in this system.The dynamic forecast models about ground water level and quantity are introduced in this system. The dynamic forecast models warehouse is integrated. According to the data that stored in database, operators can use these models to analysis or calculate.
