Snowmelt flood is One of the frequent natural disaster in XinJiang, whichcaused economic loss more than one hundred million yuan every year, andnow relevant research mainly concentrate on the snowmelt flood model. Itmade little progress because of shortage and non-sharing of data. While theresearch of model relate to spatial and non-spatial data that appear the growthof "exploding type ", the traditional management mode of data has beenalready unable to meet demands of relevant research, It has great significanceto research and predict of snowmelt flood for future how to effectivelyintegrate the data and release these information on line.With the rapid development of distributed computing technology,object-oriented component technology, network technology, and thepopularization of internet day by day in social life, GIS combined with WWW——WebGIS has presented and becomes the most important direction of GISdevelopment at present. GIS of the traditional stand-alone mode can't alreadycomply with users' need in information age, utilizing Internet to release thespatial data on web and offering the function that the spatial data are browsed,inquired and analysed to user have becoming the inevitable development trendof geographic information system.Centring on above-mentioned themes, this paper carry through the studyof WebGIS application. Compared to the existing different WebGIS softwaretechnology, this paper further discussed the system structure of WebGIS,realization technology and relevant knowledge. Before designing and realizingthe system, firstly it was introduced and analyzed, such as systematic structureof ArcIMS andArcSDE, design of network website. The B/S system structuremodel was proposed and the system was reasonably divided into applicationlayer, logic business layer and data service layer. From technological aspectArcIMS can provide some functions for snowmelt flood information releaseand make out the application and the feasibility of ASP expanding system.Meanwhile, this paper proposed the solution of the snowmelt floodinformation system. And from the characteristics of system the paper hadproposed the overall design of the system. Combining the systematic function,the management method and the rational structure of the database, thecombined way of attribute data and spatial data was proposed. Finally, on thebasis of above-mentioned ideas of designing and technological route, thenetwork map server——ArcIMS4 from ESRI Company was choosed and B/Sstructure to release snowmelt flood information was adopted. It formed a moreperfect snowmelt flood information publication website. The system adopted dynamic Web technology and WebGIS technologytogether and realized a prototype system in the beginning. With dynamic Webtechnology the query to geographical information metadata was realized andthe geographical data-set that user interested in was choosed, and usingWebGIS technology the map can be easily operated. Among them therealization of WebGIS technology is a key to this system. Based on current snowmelt research, with remote sensing images ofMODIS, snow cover etc that is in raster and vector and other non-spatial data,Xinjiang snowmelt flood information databases was set up.
