To some extent, the development of Internet technique effect and drive the development of GIS technique which cause a new direction for GIS,namely web GIS technique enables GIS more popular and information sharing level higher, further impels its expanded in its applied range. Flex is a client technique which focus on client information visualization of expression and the efficient improved experience of user greatly.Web GIS in water environment field have a wide range of applications. this paper aimed at information system of the three gorges can't meet the need of water environment comprehensive analysis and the problem of pool interactive and onefold expressional form, in the basis of full study of ArcGIS Server and Flex, developed the query analysis system of water environment in three gorges reservoir area as the research object, satisfying comprehensive analysis needs, for environmental protection of the water provides a good method. The main work and research results that this paper do are as follows:(1) in-depth analysis of the ArcGIS Server system structure and caching mechanism as well as pooled service or nonpooled service, on this basis for the system to provide the efficient map service functions.(2) to study Flex development framework and key technology in-depth, expounds the incomparable advantage to the traditional HTML, such as the support for multiple data structure model, cross-platform compatibility, diagrams interaction, etc, and to combine the ArcGIS API with ESRI company Flex framework for development of Web GIS.(3) on the demand on the basis of analysis, this paper designs the system overall structure, using a five-layer system structure building information system, and discusses organized way of business data of the water environment of reservoir and spatial data and storage strategy, realizes the integration in Oracle 10g, and links through common storage field in both business data and space data, providing base to express business data. (4) through the deployment of the development environment and adopt FluorineFx which is a middleware technology to achieve net communication in the client and server, we developed Hydro-Environment query and analysis system for three gorges reservoir, through showing the system, it proves the advances of the beautiful system interface,the fine user experience,the strong interactivity and high efficiency of network transmission.
